>> THINK YOU AND WELCOME BACK TO OFF THE RECORD YOU ARE LOOKING NOW THAT THE ONLY FLOOR CAPITOL CORRESPONDENCE WORKING IN THIS TOWN RIGHT NOW.
>> IT IS AUGUST.
>> I WAS ON THE PHONE LAST NIGHT >> YOU CALL THIS WORK?
>> LET'S TALK ABOUT MATT, IS IN TROUBLE NOT?
>> THIS IS THE ATTORNEY REPUBLICAN SIDE.
>> I THINK IN TERMS OF GETTING THE NOMINATION IT IS UNLIKELY THAT HE WOULD NOT GET THE NOMINATION AT THIS POINT IT WOULD BE A HIGH BAR FOR ANY CRITICS BUT LOOKING AT THE GENERAL ELECTION IT IS A DIFFICULT THING TO BE FACING POSSIBLE CRIMINAL CHARGES AND ALSO RUN THE CAMPAIGN FOR ATTORNEY GENERAL AND SO THAT IS IS DEFINITELY SOMETHING THAT WILL HANG OVER HIS HEAD.
HE HAS USED THIS AS A FUNDRAISING OPPORTUNITY AT THIS POINT.
SOME REPUBLICANS HAVE SAID THIS COULD BE A UNIFYING SITUATION BUT I THINK ONCE YOU GET TO THE GENERAL TICKET THIS IS SOMETHING THAT HE WILL HAVE TO DISCUSS.
>> THE ATTORNEY GENERAL HAS A JOB A TURN THIS OVER TO AN ALLEGED WE HAVE NOT SEEN YET SPECIAL PROSECUTOR ATTORNEY TO TAMPERING WITH WHAT DID HE ALLEGEDLY DO?
>> THIS IS A TRICKLE TRICKLE OF A STORY THAT WE HAVE BEEN HEARING BITS AND PIECES ABOUT FROM SOME REALLY GREAT INVESTIGATORY NEWS I WANT TO GIVE A CREDIT FROM THE DETROIT NEWS.
A STATE REPRESENTATIVE, A SHERIFF AND MATT ARE SOMEHOW INVOLVED IN GETTING ELECTION TABULATOR'S.
ACTUAL MACHINES AND GOING THROUGH THEM AND THERE APPEARS TO BE EVEN A WEBSITE VIDEO OF THIS HAPPENING.
>> THIS WAS AFTER THE ELECTION THEY WERE NOT TABULATING THE VOTES THEY WERE PLAYING WITH THE MACHINES?
>> AFTER THE 2020 ELECTION.
>> DOESN'T BREAK THE LAW?
>> IT MAY AND THAT REMAINS TO BE SEEN CERTAINLY THE ALLEGATIONS ARE NOW OUT THERE AND JUST ALSO I THINK WHERE YOU STARTED OUT AND WHEN YOU LOOK AT THE RAW POLITICS OF IT THAT IT MAY NAIL DOWN THE BASE BUT THE BASE IS ALREADY NAILED DOWN THAT IS HOW MATT GOT THE .
THE FIRST STEP TOWARD WINNING THE NOMINATION WHICH SEEM TO BE GUARANTEED OR CLOSE.
YOU HAVE THE BASE SO WHAT WILL IT MEAN GOING INTO THE GENERAL ELECTION WHEN YOU HAVE TO GO GET MORE OF THE BASE?
THE PEOPLE MAKING THE DECISION ABOUT WHETHER YOU WANT TO VOTE FOR SOMEONE ENGAGED IN THIS KIND OF DRAMA.
>> LET'S ASSUME THEY HAD THE VOTING MACHINES APPARENTLY THERE IS VIDEO TO CEMENT THE BEST BUT WHAT WERE THEY TRYING TO DO?
WHAT WERE THEY TRYING TO FIGURE OUT?
>> THAT IS A GOOD QUESTION.
>> THEY WERE TRYING TO COME UP WITH SOME KIND OF EVIDENCE THAT BASICALLY PROVIDE TAMPERING WITH THE VOTING MACHINES THEY WERE TRYING TO COME UP WITH EVIDENCE THAT THE VOTING MACHINES COULD BE TAMPERED WITH BY SOMEONE ELSE >> EVEN IN THIS INVESTIGATION IT SAYS ALLEGEDLY PEOPLE WERE ACTUALLY PRINTING OUT FAKE BALLOTS AND PUTTING THOSE TO THE TABULATOR IS.
A LOT OF THIS -- THE LAUGHING COVERS A REALLY DEEP SEEDED FACT THAT ELECTION DENIAL AND THIS IDEA OF THE NEED FOR FORENSIC AUDITS WHICH IS REALLY A THING BUT FORENSIC AUDITS STILL OF AN ELECTION GOING ON TWO YEARS AND THIS CONTINUES TO BE TOP OF MIND FOR MANY FAR RIGHT REPUBLICANS WHO IN FACT A RUNNING FOR AG AND SECRETARY OF STATE.
>> AND AT THE END OF THE DAY THERE'S LOTS OF OTHER STUFF THAT ATTORNEY GENERAL HAVE TO DO WE HAVE NOT HEARD A LOT THEY WOULD DO WE HEARD ABOUT HIS OPINIONS.
>> HE WOULD ARREST THE GOVERNOR AND OTHER PEOPLE.
>> YES HE HAS THE CAMPING BUMPER STICKERS AND AT THE END OF THE DAY WE HAD TO START HEARING SOME POLICY POSITIONS HOW WOULD YOU HANDLE THE CASES THAT ARE COMING WE STARTED TO HEAR SOME MESSAGING FROM THE CAMPAIGN ABOUT THE FLINT THE HANDLING OF THE FLINT SITUATION.
ABORTION, LINE FIVE.
>> WE NEED TO HEAR OTHER ISSUES.
>> HOW ABOUT I HAVE NOT COVERED POLITICS FOR THE MILLENNIA THAT TIM HAS BIDED THE -- ONE OF THE CLASSIC PLANKS OF ANY ATTORNEY GENERAL'S AGENDA IS CONSUMER PROTECTION AND FRANK KELLY MAY HE REST IN PEACE WE HAVE NOT HEARD ANYTHING ABOUT CONSUMER PROTECTION.
>> THAT'S WHAT I'M SAYING THIS GOES BACK TO A HUGE CLOUD THAT CONTINUES TO TAKE UP ALL THE OXYGEN OF FRAUD AND THAT IS WHAT THE CANDIDATES RIGHT NOW ARE RUNNING ON.
>> THE WORDS OF JON INTRODUCED THAT'S RIGHT IN MY EAR AS HE INTRODUCED MISSUS DIXON IT'S TIME TO MOVE FORWARD AND THE TICKET TO THE REPUBLICAN IN THE DARK AGES OF IT THE PREVIOUS ISSUE WHICH SUGGEST THE GENERAL PUBLIC -- >> IT APPEARS DIXON IS NOW TRYING TO THREAD THE NEEDLE ABOUT WHETHER OR NOT ELECTION 2020 WAS ENDEARED FRAUDULENT.
>> STEPPING BACK.
>> AND THIS GOES TO THE NEED THAT THE GUBERNATORIAL LEVEL TO START TO PROHIBIT A BIT TO THE MIDDLE BECAUSE AS WE KNOW MICHIGAN IS A PURPLE STATE.
>> AND MS. DIXON IS LOOKING FOR A RUNNING MATE.
WHO WILL IT BE?
WHY DID YOU HAVE THAT LONG PREGNANT PAUSE?
>> HAVE YOU GOT A PHONE CALL?
>> IT GOES BACK TO WHY THERE IS A SILENT HESITATION THAT WE HAVE NOT SEEN ANYTHING LIKE THIS THERE ARE NOT THESE ESTABLISHMENT NAMES THAT ARE BEING BANDIED ABOUT THIS GOES TO THE FACT THAT THERE IS A NEW CANDIDATE WITH NO POLITICAL EXPERIENCE WHO DESPERATELY NEEDS IT.
SOMEBODY AROUND THEM.
>> BUT ALSO AN INTERPARTY FIGHT THAT CONTINUES ABOUT OUR WITH THE ESTABLISHMENT?
ARE WE THE TRUMP WING?
WHO'S A PROXY FOR WHAT?
HOW DO WE FIGURE THIS OUT AND THEN ALSO WHO WANTS IT BECAUSE WHO WANTS O NECESSARILY JUMP INTO A RACE RIGHT NOW THAT IS LOOKING WITH A 30 MILLION-DOLLAR OR JUST THAT GRETCHEN HAS THAT MAY NOT WANT TO WAIT ANOTHER FOUR YEARS.
>> CERTAINLY TO BALANCE OUT THE TICKET IDEAL FOR TUTOR DIXON WOULD BE TO GET SOMEONE WHO HAS THIS ESTABLISHMENT CREDIT AND SERVED AN ELECTION OFFICE.
>> BRIAN KELLY HAD LEGISLATIVE JOBS.
>> YES AND THE LEGISLATIVE EXPERTISE IS REALLY HELPFUL.
WHO WANTS TO TAKE ON WHAT WILL LIKELY BE A DIFFICULT CAMPAIGN, A PRETTY INTENSE CAMPAIGN WITH A LOT OF RANCOR ON BOTH SIDES I THINK THIS IS PRETTY MUCH ALL WILD POLITICAL CLIMATE RIGHT NOW AND I THINK WE ARE STILL DEALING WITH A LOT OF ISSUES AND A LOT OF INTERPARTY ON THE 2020 ELECTION AND OTHER THINGS.
>> AND DOES ESTABLISHMENT CREDIBILITY THEN THE COST TO YOU WITH THE BASE THAT YOU HAVE GOT TO KEEP ON BOARD AND ALSO RIGHT NOW THIS IS THE.
PERIOD OF WHERE THIS IS SUPPOSED TO BE FUNDRAISING IF SOMEONE WHO CAN HELP YOU OUT WITH THAT?
>> AND AGAIN THAT YOU HAVE TO GET THROUGH THE CONVENTION.
>> LET'S THROW OUT LIKE BISHOP.
MIKE BISHOP.
>> TOM LEONARD, BOUCHARD, I HAVE A GOOD SOURCE THAT SAYS HE WILL NOT TOUCH THIS WITH A 10-FOOT POLE HE SAID SNYDER WENT TO HIM AND THAT WAS FIRST FOR LIEUTENANT GOVERNOR THAN BRIAN KELLY BUT I DIGRESS.
>> OPEN COUNTY NORTH OAKLAND COUNTY WOULD BE A NATURAL PLACE TO WANT TO DRAW FROM.
>> HE WILL NOT DO IT.
>> LET'S TALK ABOUT BETSY THIS WEEK.
YOU KNOW WHAT, THE POLLSTERS SAY SHE IS MORE UNPOPULAR IN MICHIGAN THE DONALD TRUMP AND HAVING SAID THAT YOU HAVE TO GIVE HER CREDIT SHE HAS BEEN A AWAY AT TAX DOLLARS INTO PRIVATE SCHOOLS ALL THE WAY BACK TO THE AFRICOM MENTIONED JON ENGLER.
REMEMBER SHE RESIGNED AS CHAIR OF THE PARTY FIGHTING OVER THIS BALLOT PROPOSAL NOW WHAT DOES THIS WHEN DO?
>> THIS LET'S MY KID LEARN INITIATIVE WOULD ACCOMPLISH SOMETHING THAT THE CAMP HAS BEEN TRYING TO DO FOR QUITE SOME TIME STARTING TO GET SOME OF THE MONEY INTO PRIVATE SCHOOL AND IT HAS BEEN FOUGHT TOOTH AND NAIL PUBLIC EDUCATION GROUPS AND THIS WOULD BE A MAJOR VICTORY I THINK THAT TURNING IN THE SIGNATRES WAS A BIG STEP FOR THEM ALTHOUGH THEY DID NOT HIT THE DEADLINE THAT WOULD HAVE REQUIRED THE BUREAU OF ELECTIONS TO REVIEW IT BY THE END OF THE GEAR I THINK THERE WOULD BE A LITTLE BIT MORE SECURITY FROM SUPPORTERS OF THE LET MY KIDS LEARN INITIATIVE IF IT WAS TALK TO THE LEGISLATURE.
-- CHUCKED INTO THE LEGISLATOR BUT WE DON'T KNOW EXACTLY HOW THIS WILL SHADE OUT OR HOW THE NEW REDISTRICTING LINES AS THEY HAVE MADE MORE SEATS COMPETITIVE SO THEY COULD BE BITING THEIR NAILS IF IT GETS BEFORE THE LEGISLATURE THAT HAS NOT BEEN TESTED.
I THINK EVERYONE WILL WATCH THE CLOCK SEEN WHEN THE BUREAU OF ELECTIONS FINISHES REVIEWING THE SIGNATURES APPEAR >> THIS PROPOSAL BASICALLY CREATES A SCHOLARSHIP FUND THE PEOPLE CAN MAKE A PRIVATE DONATION TAIL AND THAT IN AND OF ITSELF IS PRETTY BENIGN AND HERE IS WHERE IT GETS WICKED POLITICALLY THEN COMPANION LEGISLATION WOULD ALLOW ME TAX CREDIT TO GO TO THE FOLKS WHO MAKE THE DONATION THIS >>'S ARGUMENT IS THAT THE TAX CREDIT AND WE HAVE SEEN THIS PLAY OUT BEFORE WE WOULD VIOLATE THE STATE CONSTITUTIONAL COUNCIL THAT SAYS THAT WE ARE NOT PLACE PUBLIC FUNDS -- WE ARE NOT ALLOWED TO USE PUBLIC FUNDS FOR PRIVATE SCHOOLS DIRECTLY OR INDIRECTLY AND THAT -- >> THE AMENDMENT WAS ADOPTED DURING THE MILLIKEN YEARS.
>> CAN WE MAKE FUNDS TO THIS EVEN IT'S FOR YOURSELF?
IS THAT A STEP BACK AND ENOUGH FROM DIRECT OR INDIRECT PUBLIC FUNDING THE QUALIFYING AND IF IT DOES IN FACT GET ON THE BALLOT IF IT IS APPROVED BY VOTERS I'M SORRY THAT IF IT IS APPROVED BY VOTERS BUT IF IT DOES AGO IN FRONT OF THE LEGISLATURE AND THEY CAN DEAL WITH THIS IN A LAME DUCK WHICH WOULD BE THE MARQUEE ISSUE IN LAME-DUCK MOST LIKELY THEN WILL IT STILL SURVIVE THE INEVITABLE COURT CHALLENGE?
>> THE PUBLIC EDUCATION LOBBY IS UP IN ARMS BECAUSE THE FIRST YEAR AT HALF A BILLION DOLLARS.
>> 500 MILLION AND I WANT TO MAKE SURE THIS IS RIGHT FIVE YEARS BUT THEN IF 90 PERCENT OF THE FUND IS USED THEN IT CAN GO UP BY 20 PERCENT AND SO ALSO IT COULD GROW LARGER.
>> IT'S REAL MONEY.
>> LOT OF MONEY.
>> THIS GOES BACK AGAIN TO WHAT YOU'RE SAYING ABOUT BETSY.
SHE'S TENACIOUS.
>> AND THIS IS NOT THE FIRST TIME THE LEGISLATURE THIS.
SHE VETOED IT AND SO NOW THIS IS THE NEXT WAY AROUND.
AND AS WE DESCRIBED MICHIGAN HAS THIS THING THAT MANY OTHER STATES DON'T HAVE WHERE OKAY WE DON'T THINK THE LEGISLATURE AND THE GOVERNOR WE WILL GO TO THE VOTERS AND WE WILL SURPASS THE VOTERS WE HAVE ENOUGH SIGNATURES BECAUSE WE PAY PER SIGNATURE AND YOU GATHER IT UP IN YOUR HANDS OF THE LEGISLATURE AND AGAIN -- AGAIN LAME-DUCK WILL BE INTERESTING TO SEE IF THIS PASSES AND WHAT HAPPENS BECAUSE YOU DON'T NEED A GUBERNATORIAL DETAIL.
>> THE NEXT STORY WILL BE THERE TO DRAGGING ITS FEET AND NOT COUNTING THE NAMES STAND BY FOR THAT.
>> WE HAVE AN INTERVIEW WITH OUR FRIEND OF THE BRAIN INJURY ASSOCIATION, WELCOMED OFF THE RECORD TELL THE PEOPLE THAT ARE NOT FAMILIAR WITH YOUR ORGANIZATION WHO ARE YOUR MEMBERS AND WHAT IS YOUR GOAL?
>> THANK YOU FOR HAVING ME WE REPRESENT 200,000 INDIVIDUALS LIVING IN THE STATE OF MICHIGAN WITH THE BRAIN INJURY ADVOCACY THROUGH EDUCATION THROUGH SUPPORT WE HAVE CHAPTERS AND SUPPORT GROUPS AROUND THE STATE THAT MEET ON A MONTHLY BASIS TO PROVIDE THAT SUPPORT AND PROVIDE ALL OF THIS IN THE YEAR AND IN THIS CASE WHAT WE ARE ABOUT TO TALK ABOUT PROVIDE ADVOCACY ON BEHALF OF ARE EXPERIENCING BARRIERS TO CARE.
>> IF THE GOVERNOR AND MAKE SURE AND MR. WENTWORTH WERE SITTING HERE THIS MORNING WHAT WOULD YOU LOOK HIM IN THE EYE AND SAY?
>> WE HAVE A HUMANITARIAN CRISIS IN THE STATE OF MICHIGAN, A CRISIS OF CARE, THIS THIS THIRD-PARTY STUDY THAT WAS DONE BY THE SECOND PHASE OF THE STUDY DONE THAT WITH WAS ORIGINALLY DONE FOR THE END OF LAST YEAR AS REVEALED NOW THAT 68 -- SUGGESTED A TICK OVER 68 HUNDRED PATIENTS HAVE BEEN DISCHARGED AND THAT IS UP FROM 1500 PATIENTS THAT WERE DISCHARGED WHEN THE PHASE I SURVEY WAS CONDUCTED IN OCTOBER OF LAST YEAR.
>> DISCHARGED OVER WHAT?
>> CARE, DISCHARGE FROM CARE PROVIDERS DISCHARGING PATIENTS.
>> FULL-TIME CARE THAT IS REQUIRED TO TAKE CARE OF CATASTROPHICALLY INJURED PATIENTS.
>> THAT'S CORRECT.
WHERE THEY GO?
HOSPITALS, HOME, THEY HAVE A SLOW DISINTEGRATION OF THEIR LIFE.
YOU DON'T HEAR ABOUT IT THEY ARE WAREHOUSED IN MEDICATE NURSING HOME FACILITIES THAT ANSWERS THE QUESTION THAT WAS ALWAYS ASKED, WHAT HAPPENED IN OTHER STATES WHY CAN'T WE BE LIKE THAT?
WHAT OTHER STATES OHIO INDIANA MORE OFTEN THAN NOT THEY ARE CRITICALLY INJURED CATASTROPHICALLY INJURED INDIVIDUALS AND UP IN MEDICATE NURSING HOMES THAT'S NOT THE LIFE FOR A 17-YEAR-OLD GETTING AN ACCIDENT HAVING TO SPEND THE REST OF THEIR DAYS IN NURSING HOMES.
>> CRITICS OF THE AUTO NO-FAULT REFORM THAT PASS IT HAS BEEN ONGOING EFFORT TO TRY TO CONVINCE THE GOVERNOR AND THE LEGISLATURE TO MAKE THE CHANGES.
TODAY AT THIS POINT HAVE NOT BUT WHAT'S THE NEXT STEP?
WHAT'S THE NEXT PHASE FOR PEOPLE WHO WOULD LIKE TO SEE THIS LAW CHANGE BECAUSE WE HAVE NOT SEEN ANY MOVEMENT FROM LEGISLATIVE LEADERSHIP TO MAKE ANY MAJOR CHANGES.
>> WE DO KNOW NUMBER ONE THAT THE MAJORITY OF THE LEGISLATURE IS, THE INDIVIDUAL LEGISLATORS IN LANSING ARE IN FAVOR OF SOME KIND OF REFORM THEY RECOGNIZE WHAT'S GOING ON HERE THEY HAVE LOOKED AT THESE NUMBERS AND THE NUMBERS FROM THE POVERTY SOLUTIONS WHICH CAME OUT IN DECEMBER WHICH IDENTIFIED AND LABELED THIS AND THAT HAS OCCURRED IN THE STATE MUST LOOK AT THIS AND CORRECT IT BUT WE HAVE A LEGISLATURE COMING BACK IN SEPTEMBER AND IT BASED ON THIS INFORMATION THAT WE HAVE GATHERED FROM THE SURVEY WE INTEND TO GO BACK AND EDUCATE THE NEW LEGISLATORS COMING ON BOARD TO MAKE IT AS A PRIMARY ISSUE.
IT IS TIME TO MOVE ON BUT THIS STATUS IS OTHERWISE THESE ARE REAL PEOPLE AT THE END OF THE NUMBERS THESE ARE DATA POINTS THAT REPRESENT INDIVIDUAL LIVES AND I WOULD DARE SAY IN TERMS OF JOBS WHICH IS JUST A TICK OVER 4,000 JOBS HAVE BEEN LOST.
IF THAT WERE TO HAPPEN IN THE AUTOMOTIVE INDUSTRY THIS WOULD BE FRONT PAGE NEWS IF A PLANT WERE TO CLOSE AND SHUT DOWN AND 4,000 PEOPLE LOST THEIR JOBS YOU WOULD HEAR THAT ALL OVER THE STATE.
IF YOU DO NOT HEAR THAT HERE AND AS I SAID WE ADVOCATE FOR EVERY ONE THESE INDIVIDUALS.
>> YOU SAID THAT YOU HAVE BEEN TALKING TO LAWMAKERS OR THERE ARE SOME LAWMAKERS WHO FEEL THA% THIS IS A DRASTIC ISSUE, HELP ME UNDERSTAND WHERE THERE IS A LOGJAM.
IS IT SIMPLY JUST THE SPEAKER AND THE MAJORITY LEADER WHO ARE NOT LETTING THIS HAPPEN?
>> IT IS LEADERSHIP INCLUDING THE SPEAKER AND THE MAJORITY BUT ALSO THE RESPECTIVE INSURANCE COMMITTEES AND THE SENATE AND THE HOUSE WITH AN EXCEPTION I SHOULD SAY THE HOUSE HAS TURNED THE CHAIR OF THE INSURANCE COMMITTEE ON THE HOUSE SIDE RECOGNIZING THE CRISIS IN THE HOME HEALTHCARE COMMUNITY AND ATTEMPTED TO INTRODUCE LEGISLATION OF COURSE THE GOP SECTION AND I SHOULD STATES THE MEMBERS OF THE DEMOCRATIC PARTY ALSO GOT UP AND WALK OUT.
>> WHAT IS THE REASON FOR NOT MOVING ON THE LEGISLATION?
>> THAT'S A MILLION-DOLLAR QUESTION, WE ORIGINALLY HEARD FROM SENATOR SHARKEY HE WANTED TO SEE DATA.
OKAY THAT WAS THE IMPETUS FOR THIS STUDY THAT WE CONDUCTED THAT IS WHY WE TURNED IN OUR PHASE I RESULTS IN JANUARY AND ANNOUNCED IT AND NOW WE ARE ANNOUNCING PHASE TWO.
THIS IS THE DATA, WHAT MORE DO YOU NEED, AND IT'S NOT JUST US COOPERATING IT IS THE POVERTY SOLUTIONS AND THESE ARE STUDIES THAT INDICATE THERE IS A CRISIS OF CARE THAT IS OCCURRING 80 SOME LEGISLATORS CURRENT AND FORMER WHO AT THE TIME THE LAW WAS PASSED IN 2019 FILED A -- FILED A BRIEF WITH THE APPELLATE COURT IN THE CASE THAT WAS RECENTLY HEARD THAT SAID WE WERE TOLD THAT THIS WOULD NOT APPLY RETROACTIVELY AND IN FACT WE HAVE COME TO FIND OUT THAT IT IS BEING APPLIED RETROACTIVELY AND THE -- AND SPECIFICALLY I'M TALKING ABOUT THE FEE CAP OF 55 PERCENT AND THE LIMITED 56 HOURS A WEEK FOR FAMILY PROVIDER ATTENDING CARE.
>> THE GOVERNOR SAID IF THEY SENT THIS TO HER LEGISLATION THEY WOULD SIGN IT DO YOU THINK THE GOVERNMENT NEEDS TO SAY MORE THAN THAT?
>> THEY NEED TO RECOGNIZE AND ACKNOWLEDGE THIS IS A HUMANITARIAN CRISIS OF CARE, THIS IS AN EMERGENCY.
AND DEMAND THEY GET LEGISLATION ACROSS HER DESK.
SHE HAS SAID IF IT COMES ACROSS HER DESK SHE WILL SIGN IT BUT SHE NEEDS TO SHOW LEADERSHIP.
>> SHE WAS PARTY TO THE AGREEMENT AND THE FIRST PLACE.
>> SHE WAS AND I DON'T WANT TO REHASH 2019 AGAIN I'VE DONE IN AD NAUSEA ALL OVER THE PLACE BUT NO ONE IS ARGUING HERE WERE NOT TALKING ABOUT THE DISMANTLING OF WHAT WAS PROPOSED IN 2019 COMPLETELY WE'RE CHOICES EXISTING.
WE ARE ADDRESSING A CORRECTION OF THE FEE CAP 55 PERCENT AND THE 56 HOUR LIMITATION.
WE HAVE SINCE COME TO FIND OUT THAT SINCE THE LAW HAS BEEN IN PLACE IT HASN'T DONE WHAT IT SAID IT WAS GOING TO DO.
I WAS ON YOUR SHOW WHEN BILL BELLINGER SAID IF IT DOESN'T LOW INSURANCE RATES THERE WILL BE HELL TO PAY THE GUESS WHAT WE WENT FROM BEING THE MOST EXPENSIVE STATE IN THE NATION FOR AUTO INSURANCE TO THE SECON3 MOST EXPENSIVE IT IS LOWERED RATES BUT HASN'T MADE THEM AFFORDABLE AND I STATED ON YOUR SHOW BACK THEN THERE IS A DIFFERENCE BETWEEN LOWERING RATES AND THE AMOUNT OF MONEY AND MAKING IT AFFORDABLE IN DETROIT WHERE IT IS STILL THREE TO FOUR TIMES THE NATIONAL AVERAGE FOR AUTO BEING PAID MORE FOR A LESSER COVERAGE AND THAT'S NOT RIGHT AND THERE'S AN ADDITIONAL STUDY OUT THAT PROVES THAT.
YOU WILL SEE THIS INFORMATION COME OUT IN THE FALL WHEN WE RETURNED TO LANSING WHEN THE BEST WITH A LEGISLATOR CONVENES AGAIN.
>> BUT IF I UNDERSTAND WHAT YOU SAID EARLIER CORRECTLY IT SOUNDS LIKE YOU DON'T HAVE A LOT OF HOPE THAT THIS IS GOING TO BE HANDLED IN THIS SESSION OF THE LEGISLATURE, YOU'RE HOPING THE NEXT SESSION WILL TAKE THERE ARE A CAN OF ISSUES THAT WE ARE HEARING ABOUT RIGHT NOW ELECTION INTEGRITY, COVID A RESPONSE, HOW YOU KNOW I PRESUME STARTING IN LAME-DUCK SO LOOKING AHEAD TO THE NEXT SESSION DO YOU BRING YOUR ISSUE TO THE FRONT OF THE LINE OR CLOSE TO THE FRONT OF THE LINE IN THAT POLITICAL ENVIRONMENT?
>> PIECE BY PIECE WITH EVIDENCE THAT WHAT HAD BEEN IMPLEMENTED BACK IN 2019 IS NOT WORKING AND IS IN FACT HARMFUL.
CONSUMER PROTECTION IS A BIG ISSUE THAT WILL BE ADDRESSED AND I THINK WE RECOGNIZE THAT THIS IS THE LONG GAME THAT WE ARE PLAYING RIGHT NOW THAT WE HAVE TO PLAY THERE OTHER ISSUES WE WERE SIDETRACKED BECAUSE OF THE BUDGET OVER THE SUMMER AND WE UNDERSTAND THOSE ISSUES BUT NONETHELESS AS I SAY THESE ARE REAL PEOPLE SUFFERING AT THE END OF EVERY DATA POINT THESE ARE PEOPLE BEING READMITTED BACK T THE HOSPITAL THESE ARE PEOPLE THAT ARE SUSTAINING FURTHER INJURY TO THEIR INJURY BECAUSE OF THE LACK OF CARE BEING PROVIDED BECAUSE OF THE CUTS AND CARE AND SO IT IS WHO WE ARE WE ADVOCATE ON BEHALF OF THESE PEOPLE WE WILL NEVER QUIT ADVOCATING ON THEIR BEHALF.
>> IS THERE ANY CHANCE AT ALL THE GROUPS LIKE YOURS OR OTHER PEOPLE WHO WOULD LIKE TO SEE THESE POLICIES CHANGE GO TO THE BALLOT MAY BE IT A DIFFERENT DIRECTION SINCE THERE IS SUCH A LOGJAM IN THE LEGISLATURE?
>> THERE HAS BEEN DISCUSSIONS OF THAT IN FACT BUT IT IS AN EXPENSIVE ISSUE AS I THINK MOST OF YOU WELL KNOW.
AND IT TAKES A LOT OF AND SO THAT IS SOMETHING THAT WE WOULD CONSIDER BUT THE CLOCK IS RUNNING OUT THE OTHER ELEMENTS OF THIS ARE THE PROVIDERS THE PEOPLE WHOSE JOBS ARE BEING THREATENED THE PEOPLE'S' COMPANIES ARE BEING OBLITERATED BECAUSE THEY CANNOT SURVIVE ANYMORE.
AND IT IS A SLOW DECIMATION THAT THE COVERING OF AN ENTIRE INDUSTRY THAT PROVIDES CARE TO THESE PEOPLE AND IT IS SHAMEFUL.
SHAMEFUL.
>> THERE HAS BEEN COURT DECISIONS BECAUSE THE QUESTION OF WHETHER IT'S RETROACTIVE ARE NOT HAS GOTTEN TAKEN TO THE COURTS, WHERE DO THINGS STAND RIGHT NOW OVER THAT SPECIFIC ISSUE WITHIN THE COURT?
>> WERE WAITING ON A DECISION BY THE APPELLATE COURT RIGHT NOW.
THERE HAVE BEEN NUMEROUS DECISIONS WITHIN THE CIRCUIT COURT THAT HAVE BEEN IN FAVOR OF LIFTING THE CAP AND ADDRESSING THE ISSUE BY THOSE DECISIONS ARE NOT BINDING THEY REVERSED THESE DECISIONS IN MANY CASES THEY ARE NOT BINDING THE APPELLATE COURT DECISION IS BINDING BUT WE ARE AWARE OF THE PROCESS AND WHAT SIDE WINS IN THE APPELLATE COURT THE OTHER SIDE WILL LIKELY FILE AN APPEAL AND IT WILL END UP IN THE SUPREME COURT.
>> AS YOU KNOW IN THE LEGISLATURE THERE WERE REPUBLICANS THAT ARGUED THAT PROVIDERS ARE GOUGING PEOPLE IN THE INDUSTRY WHICH IS WHY THE CAPS WERE SLAPPED ON THEM IN THE FIRST PLACE.
>> THERE WAS A BILLBOARD THAT WAS FAMOUS FOR SAYING THAT AN MRI WAS $1,200 THAT NORMALLY COSTS $300 SOMETHING TO THAT EFFECT.
>> WITH THE CAPS NOT JUSTIFIED THAT'S WHERE THE CAPS NOT JUSTIFIED?
>> A FEE SCHEDULE IS JUSTIFIED WE UNDERSTAND THE NEED TO BE CONTROLLED BUT THIS NEEDS TO TAKE INTO EFFECT IN THE FACT THAT FOR THE MAJORITY OF PROVIDERS WHO PROVIDE NON- MEDICARE CODED SERVICES AND ARBITRARY 55 PERCENT IS BEYOND.
IT'S BEYOND ONEROUS AND UNSTABLE IT'S A BUSINESS IT AT THE MARKET >> THANK YOU FOR BEING ON A PROGRAM KEEP US POSTED PLEASE APPEAR.
>> >> THANK YOU FOR HAVING ME.
>> THANK YOU TO THE PANEL WHO SHOWED UP FOR WORK WE APPRECIATE IT WE WILL SEE YOU NEXT WEEK.
